Can builder change or make a new building plan in a built up housing society if conveyance deed not

Can builder change or add a new building plan in a old approved plan of housing society if conveyance deed is not done.

The builder has to obtain plan approval again if there was an approval existing to the previous plan.

The builder after following the requisite formalities may abandon the existing plan and replace the same with new one
