Can a property be nominated to a relative?

Dear Professional friends

Need guidance on this:
Facts: A house property is owned by A. He has 5 children say B, C, D, E & F. He wants to nominate this property in favour of B only.
Question:
1)      Can he nominate any one child just by giving a nomination letter to the Society or a will is compulsorily required?
2)      If answer to above is yes, whether A has to take No objection letters from other children to nominate B for the property?

A settlement deed is simple enough to settle the house property in favour of one child compared to a will.  However it is wise to obtain the no objection letter from other children also to avoid future complications.
