Can a house owners association collect corpus fund after 15 years of registration?

It is the duty of all the members to pay the corpus fund to the association.

It is an obligation on the part of the members as per bylaws of the association.

Yes, the association can create a corpus for contingency even if it is not a part of MoU / Bye-Laws

Further the association collected money in the name of corpus fund and the money was not deposited in the bank. It has been utilized as capital for finance and they say that more fund can be generated insted of keeping it in bank. Likewise they collected money in the name of association chit yearlier but till date corpus fund is not deposited in bank arond 70 lakhs earned throug chit collection was mis used. How to correct the association function. To whom we have to approach for stopping this type of illegal activities?
