Can a deliqueent take assist of an lawyer during his Appeal from an order of penalty

The deliqueent was working as an clerk in the office of the District judge, in the state of Odisha. he was penalised by the District judge on the administrative side whereby the clerk was terminated from the service. he has appealed the decision to the high court (administrative side). the Registrar who is handling the matter say the deliqueent could not assign a lawyer to assist him during the course of hearing of the appeal. Any case law in this regard. Any help will be appreciated

Good evening,

In regards with this matter, it totally depends on how the rules of the department are interpreted and understood. In India, the supreme court of India took the stand of Article 14 of the Indian constitution to state that the Government should be just, fair and reasonable.
