Buying property from a gpa holder

One of my friend is planning to buy a property from a developer. These are the main clarifications required. 

1. The property is in the name of the proprietor X (developer)  represented by his GPA-Y. GPA -Y has signed in the sale deed. 

Now, while conveying the sale deed to us, the proprietor-X is signing the sale deed. Is this OK.
