Builder taking more time to refund the amount

Hi ,

I have booked the flat by paying 5% of booking amount and rest will be after loan approval. Howevere loan is not approved for the required amount and when I called sale executive no response. I asked for the timeline to refund my monay they are telling it will take 4-5 months.No agreement done yet. 

Please suggest how to go ahead.
