Builder charging in cash for oc

My Builder has sent a notice that all the apartment owners should pay additional INR 25000 in Cash for getting Occupational Certificate(OC). This charge was never part of my cost breakup and want to know what can be done.

The Apartment has 160 flat and each flat charging 25k is a huge amount. The builder has forced everyone to pay 1 lakhs extra during the registration because he mentioned that he forgot to charge the VAT and it is mandatory so all owners to pay extra amount and register the flats. when asked about OC during the Registration the Builder had mentioned that all flats must be registered before applying the OC and VAT should be paid for registration as extra and in cash only.

Please guide how to proceed and avoid additional cash money to builder for OC

Yes the letter received by builder from Gofrom builder says that the amount has to be submitted

Yes the letter shared by builder which he received from the OC inspection department says that the money is to be submitted within 1 month from the date of receiving the letter. 19th Jan 2015 is the due date mentioned.
