Blocking the road to our land

we have 1/2 acres land in chikmagalur city, One person has bought all adjacent land of around 10 acres and making the layout. He has Main road of 60Ft for his land, and that person is not providing road towards our land. What are the provisions in urban development law to get road for or land?
