Dear querist,

The term “eyewitness” is misleading. In case a blind person recognizes a person by voice, scent, touch, and they are responsible, reliable adults, then see no reason their testimony would not be admitted in a court of law.

Your question is : under which provision a blind person can be "cited" as witness? Or under which provision anyone can be "cited" as witness?
