Bihar Chief Minister Nitish Kumar last night ordered a probe into the incident of stripping and molesting of a woman in full public view and announced stern action against the perpetrators, including the officers guilty of neglecting their duty as well as the onlookers.
Soon after getting the report of the incident which happened last evening, Mr Kumar directed state DGP DN Gautam to personally inquire into the matter and submit the report.
The Chief Minister today said none of the culprits would be spared for this shameful act and punishment would be given as soon as the DGP submits his report.
Concerned with the incident, Mr Kumar discussed every aspect of the situation with the senior officials and waited for the inquiry report which the DGP is likely to submit any moment during the day.
The horrific incident proved to be a blot on Bihar as a group of youths beat up, molested and stripped a girl in full public view in a busy area of the state capital last evening.
The torture by the youths continued for over two and half hours but any police did not turn up there. Interestingly, Gandhi Maidain police station and Kotwali police station is situated just about one km from the place of occurrence of the crime.
A traffic constable, who arrived at the spot, also remained a mere spectator. However, another policeman arrived at the scene nearly after two and half hours later and rescued the girl who was finally taken to the police station. Rakesh Kumar, the main culprit, was also arrested.
Rakesh Kumar, who had lured the girl to Patna from Ranchi with a promise to give her a job, outraged her modesty along with others in a hotel yesterday.
Later, following a scuffle, the girl feld from there, along with the mobile phone of Rakesh Kumar, who chased and caught her.
The miscreants then stripped the girl in full public view. Some other young boys also assembled there and misbehaved with the victim.
Meanwhile, ADG headquarters Neelmani said assistant sub-inspector and patrolling in-charge of the area Shiv Nath Singh had been suspended for neglecting his duty.
He said the owner of the hotel, Ashok Kumar and its manager Shailendra were also arrested in this connection.
Action would also be taken against the onlookers on the basis of the clippings of the videos, he added.
