Tender participation by 4 agency, 2 agency got technically qualified, & two doesn't.
Financial bid opened of two, mean time one agency who is not qualified has represented, going through reason of disqualification online, that it's a error by commitee, and is wrongly disqualified, as his price escalation data is not considered by tender commitee for financial capacity calculation.
Commitee has done recalculation & found the represention true.
So considered his technical qualification, and opened the financial bid and is found bid lowest than the earlier one.
Now the first one who's tender (was lowest) opened, has represented that commitee can't opened the tender of that agency who has represented the case on financial data.
Tender finalization still not done.
