Author of a public document marked as an exhibit

Dear forum, My query is regard a temple document marked as exhibit, Police sited Temple PA to executive officer as witness regard a marriage performed in the temple and he issued the attestation certificate marked as exhibit, now the PA to Executive officer has stated in court that he issued that certificate,, but the signature and designation are differing from his chief to the certificate issued, will his chief and document valid as per law
