Asked to pay a percentage of transfer value to AOA

I have recently sold my flat and now when I have asked my flat owners association about the maintenance NOC, they are asking me to pay 0.5% of my sale proceeds to the AOA. The decision has just been implemented in the GBM held on 27th March. Would appreciate if someone can help me with tye below question :
1- Who should ideally pay the cost, buyer or seller
2 - If the seller has to pay then am I liable to pay the transfer charges to the association since this decision was recently passed?

You have to know the contents in bye laws of association regarding sale of flat NOC etc.
