Article 371-A versu NDPS?

In Nagaland there is a tribe whose Cusomary practices from time immemorial is consumption of cannibis (ganja) and they used to cultivate cannibi's plant as custoamray cultivation. The Constitution of India the Mother of all Laws,  under Article 371-A provides for Customs according to Naga custoamry practices, and consumption of ganja is their customs and traditional practices? Does the said customs falls under NDPS Act?
