appointment of judges to the High Court from the subordinate

Whether there is any policy decision in the matter of appointment of judges to the High Court from the subordinate judiciary that the candidate should have atleast two years of service left prior to retirement that is to say that he should not have exceeded 58 years of age?

 

 

If there is any such policy decision as stated above, the copy of the document for the same may be furnished (if you have).
