Appeal on conviction in nego. instru. case.

Is Government/State is Necessary Party in Appeal of Conviction in Negociable Insturment Case i.e. Cheque Bounce?
If Yes, Where is mentioned in law?

In my opinion, state is neither proper nor necessary party.

every thing is not written in law since it is practically impossible.

Where it is writtne that cr complaint should be addressed to courrt, section two of CRPC  says you can give oral complaint also.
