Apartment passage encroachment legal notice

Some shopowner within a building premises has encroached common passage by constructing wall around his shop and adjacent stairs without any consent from other flat owners. There is not association formed. So one flat owner has raised objection against it. That flat owner wants to send legal notice. Can you pls provide a sample encroachment notice so that I can get an idea how it should be written?
