Dear Sir.
Our apartment complex has an owners association. Some of the owners have gone abroad and their houses are occupied by tenants.
The remaining owners are either too old or full time working people who do not have the inclination to form a new managing committee. What can be done in such a case?
A time will soon come when the tenants will be in majority. If none of the original owners are around, how should the affairs of the apartment be managed?

Revive the Managing Agency system. Appoint a Managing Agent to take care of the whole apartment complex.
