Anti dowry law to be made compoundable

Does Anyone have any further details to the above? Whats the impact of adding this law in section 320 of Crpc? How will it be different that current settlement/quashing if it still requires approval of other party & court?

i gues it only gives the feature of-

1. avoid arrest without warrant - as it is now non congnizable

2. provides chances of mutual compromosie - before moving it to court

Good or bad law, its success depends on the enforce-ability. This requires dedicated and experience people having similar thought wavelength through hierarchy in the system of enforcement.
