amnesty scheme for stamp duty,mumbai,m.s

please advise me if one party (buyer) is present and other party (seller) is not present then how you can take a advantage of amnesty scheme of stamp duty because for stamp duty you require both the party should present at stamp duty office for photo and signature.

I think there is a provision of making Deed of Confirmation. Seek lawyer's advise.
