My question is that whether the latest amendment to criminal procedure code requiring the police to only give notice to the suspects of offenses for which the punishment is a maximum of seven years. will this reduce the impact of section 498A Indian penal code

yes indeed, it may also affect the other provisions like Molestation and Kidnapping.. Parliament should have debate on it rather passed it so leniently in 8 mins.

It all depends on how the provision is used and how accused respond to the notice.
