Amendment in Cheque bouncing proceedings

Dear All...I come to know that govt is having the proposal to pass bill on cheque bouncing will be proceed in Civil Case instead of Criminal offence. Is it true ??? Will the govt will pass this bill as it will effect on business as companies are giving the goods to their parties on taking the cheque as security ?? if yes how much time it will take to pass n implement the this bill ??
