No. In Maharashtra the agricultural land can only be transferred in favour of any person who is an agriculturist. Since the brother is not an agriculturist it can not be gifted to him because a gift is also considered to be a mode of transfer.

Contact local advocate who is thorough about it ,if u belongs to agricturist family you will inherit agriculture land ,if Ur father owns agriculture land ,u will inherit it ---- loop holes are their.
