Agreement cancelled without the concern of one person in a partnership agreement

In a partnership agreement of a shop, the owner cancelled the agreement
Without information to one person as the owner says its done with the
Help of inspector. Vacated the things. All documents things.. inside were nothing now .
Already the shop was in issue for four months since there was a problem in accounting
And in renewal. But now the owner gave some half of deposit amounts to one person without
Concern of the partner. Its done with help of inspector they broke the lock and vacated.

Complaint given to dsp sp level.
But how can the victim recover all documents. Advance amout. Things.
How can the looters get punished? ?
