Against service rules

One of  employee has nominated himself for panchayat election. As per  service rules of company there is no such specification like one should not enroll for election. But as per service rules no employee is allowed to enagae in any activities with or without consideration. Will this act of him be inculded under the meaning of the activity mentioned in service rules? What action can be taken against him? What (maximum) punishment or disciplinary action can be taken gainst him?

(He was absent for a month and now has rejoined submitting medical certificate)

What service rules can do

He has submitted Medical Certificate

Only one thing remains, whether he intimated his sickness and said the MC will follow.

You have not issued any notice in the meantime

Someone has verbally complained with regard to his fighting elections

No evidence or written complaint

Even if you enquire Panchayat will say , he did not contest , as the Doctor will be of same village

Grant him leave on Medical grounds honoring Doctors Certificate .

If you want to raise his hypertension , the choice is yours .

But be Sure while you do this Your tension will also increase

Case is a Non Starter for the Administration unless Soild Proof is there . With Solid proof he can be terminated.

You must have the evidence of contesting election. If it is against service rules you can follow the disciplinary procedure and even dismiss him.
