What is the meaning of the expression " before the appointed day" in section 20 of Advocates Act ?

I THINK THE APPOINTED DAY MEANS THE DAY U RECIEVE UR SANAD AND R LEGALLY ALLOWED TO PRACTICE IN THE COURT
