Advocate ... party .. in.. person

An advocate registered in Barcouncil just in Aug 2024. Is it possible to him to file an application to do his own arguments on his own with self representation in AP High Court as a Petitioner - in- Person? The case details inbrief are : One of the Govt Dept is not obeying AP Administrative Tribunal Judgement since 1999. Petitioner worked inthat Dept. for some time. Some arrears are pending . Dept. didn't care his pleas. He approached AP Administrative Tribunal and got favourable order to him on 01-02-1999. But Dept. didn't implement. he sent two legal notices and sent several RTI Notices and sent so many reqests to implement. Final reply recently is As this is an issue related to 20 Years back there are no details with that Dept. Now This Person wants to approach to High Court for Mandamus. All documents are ready with im. So Is it possibel to him to argue self representation as a Petitioner - in- Person for Mandamus Writ in this acse at AP High Court?.
