Advance notice to respondents in writ petition

Serving of advance notice to respondents in writ petition.

 

If a writ petition is filed against a public authority which has a nominated standing counsel and officials from the same authority are also named as co-respondents, do copies of the petition have to be served to each individual also?

If yes, to whom is it to be served? The public body has a nominated counsel but the individuals have no nominated counsel.

Are all costs to be borne by the petitioner? What if the number of respondents run into dozens or hundreds?
