Addition of names in sale deed as against agreement to sell

Mr.A entered an Agreement--to--SELL (Registered) in 1987 and paid 100% money.

Now Mr.A wants to execute the SALE DEED.

Mr.A wants to include names of his 4 sons into Sale Deed  for some reasons.

Is it permissible by LAW if the SELLER has no objections to adding 4 more names in SALE DEED ?

Earlier it was only Agreement "TO SELL"

Now during Final SALE. . ..

Why can 4 names be not added in the SALE DEED if the SELLER has no objections ?
