Abandoned land - a menace to residents

An abandoned land at Chennai being used for dumping garbage and poultry remaining causing pollution and unhygienic condition to the residents. The owner is in Hyderabad and not at all bothered in spite of informing him. Which Govt department in Tamil Nadu can be contact to resolve the problem. Residents are falling sick due the pollution and unhygienic condition emerging from the said land.

You can contact local village office or municipal office and file complaint against the persons who are dumping the garbage.

Sir

We already complained to local municipality and a board is also kept there since two years stating that people who throw garbage will be punished. But is of no use.  Because so many people pass that way and each carry a small carry bag with garbage and they just throw while passing through the road. During mid night times, chicken wastes from chicken shops are also dumped there. It is practically not possible to punish anyone as the numbers of people doing so are more.  My anger is on the land owner who fail to maintain the property and left unattended which has led the neighbours to suffer with pollutants and foul smell emerging from the land.  So the owner is the culprit of all menace.  He should be punished severely.  Is there any Govt department which would send a notice to the Land owner to either maintain it properly or the property will be ceased by the Govt.  In the light of the Corona Virus infections such type of unhygienic condition may cause spread of disease to the residents. So please suggest me an appropriate Govt Department in Tamil Nadu who would take strict action against the Land Lord.
