2nd marriage

Respected lawyers, If we want to register 2nd marriage then stamp paper agreement will do? Or we need decree compulsory?

Divorce decree is must.  You can go for 2nd marriage only after getting divorce decree from a competant court of law, otherwise it becomes bigamy.
