hello, whether magistrate can dispense with personal appearance of an accused under section 205 crpc when the accused is a foreign tourist

Yes it can but have to give proper reasoning of exemption and further strict proof of your address in foriegn country.

Yes the magistrate may exempt the personal attendance of accused. Still the accused will be required to be present at in person for bail, at the time of framing of charge, and on the day of final order.
