1 st class judicial magistrate

In view of scam in coal blocks, while renewal of Fuel Supply Agreement, Coal india insists upon an affidavit and attestation of all documents to be signed by an interested  buyer company by one first class judicial magistrate from the same jurisdiction, As Magistrates are reluctant to sign, could we approach Magistrates from other states, as my reading is this  Judicial Magistrate is all India service and any one from any state can sign.Please guide me.

" first  class magistrate from the same jurisdiction" - this would mean the magistrate under whose jurisdiction the company is located. You may file an application under the first class magistrate and if he does not sign , he will have to specifically give the reasons in writing.
