Held, ordinarily the content of legislative proceedings should not touch on sub judice matters but the rationale of this norm is that legislative debate or scrutiny over matters pending for adjudication could unduly prejudice the rights of the litigants. In the present case, the allegedly improper exemption of land by the Appellant had already been questioned before the High Court. Thus, the Punjab Vidhan Sabha ought not to have constituted a committee to inquire into the same.
