NJAC is only part of the solution.A system is as good as the persons operating it.Presently the system is operating on the basis of "U scratch my back,I scratch yours' system. Possible solutions:- 1)Compulsory IQ test by an independent agency with minimum cut-off. 2)Compulsory posting to another State which should not be either the person's domicile or his linguistic State. These are over & above the checks already in place. | |
