It is unconstitutional that a state govt not following the supreme court order . Whether our rule is democratic or dynasty . manmohan only answer this question

Sc is the guardian of our Indian constitution so only the SC can give guidelines or give their verdict in this situation.(inter state disputes)

Absolutely yes, the central government should intervene in this matter and should instruct the government of kerala to implement the supreme court verdict of raising the water lever to 142 feet . The matter could not have been gone to this extent when the central government had advised the kerala government earlier when they passed a resolution in their assembly against the supreme court verdict.
