When can green zone turn to yellow zone in bangalore?

Hi experts,

I am curious to know when the green zone will turn to yellow zone in Bangalore? What rules apply for this change?

Can it happen only during BDA CDP plan which is released for every 10 years? or can it happen intermittently ?

Is it safe to assume that as the city grows, there is more probability that green zone will turn to yellow zone?

Ex: Singena Agrahara which is close to Electronic city in Bangalore is under Green belt... Is there a possibility of it being converted to yellow zone in next CDP of BDA or say in another 5 years?
