Stilt car parking - pillars repairs, walls - repainting charges

Hi Sir,

I am from a Apartment B2 Block and there are few blocks such as B1 & B3.
B2 Block contains Stilt Car parking which contains few B1 & B3 block owners stilt car parking.

May I know who needs to bare for B2 block Stilt car parking pillar repairs & painting cost? Does B2 property owners has to bare those cost or Stilt car parking owners from respective blocks has to own the cost?
