Srilankan Buyer received Agri Products from me in 2018. Since then he is always saying excuses but didn't pay a single rupee. I Rose a complaint to Sri Lankan High Commission, Indian High Commissioner Sri Lanka and DGFT India. But there is no use. They said In these International Transactions they cannot enter were washed their hands just by saying in these financial matters their scope is limited. Total Value of Transaction is 12650USD...
pl. suggest How to proceed against him?

You may better lodge a criminal complaint of cheating and for recovery of the dues to you with the Srilankan police of the city where be belongs to.

Whether there is any clause of "arbitration" in your agreement to sale/ purchase of agri products ?
