Rental / Lease agreements information

Need details of rental / Lease agreement copy of my friends house, as he is not rented the house but his siblings have rented or leased the house but now claims that he was collecting the rent and sent a notice to him. Rental Agreements have been made and tenants were let occupied. Can we get info thru RTI to claim that they have rented from x duration time to x person from govt so he can claim that he is not getting income from his house. So to which dept to send RTI to get info of rental lease agreement copies in tamilnadu
