Purchase of property acquired by kiadb

KIADB has acquired 14 of land in 2001 and allotted the same to one company. the land owners didn't accept the compensation and made Writ petitions to squash the acquisition making the allotee company too as a respondent.  the allotted company also made a writ petition to protect their rights. but till date the owners are in the possession of the land and neither the kiadb nor the allotted company is in possession of the land.  the allotted company didn't start any project in the land and they want to exit from the land even though high court decree is in favor of them.  they are ready to surrender their rights. IS THERE ANY ANY LEGAL WAYS TO RE CONVEY THE LAND TO THE LAND OWNERS? WE WANT TO PURCHASE THE LAND NOW FROM THE LAND LORDS AS WELL AS FROM THE ALLOTTED COMPANY AS A PARTY? IS THIS DEAL POSSIBLE.?

firstly you can’t purchase the land until notification issued under section 3(1) (preliminary  notification ) and I hope final notification also issued on this land so this notifications has to be canceled by the government,  then only you can go for purchase until this notification cancelation you can't purchase the land which was acquired by the KIADB.  

At the time of the issuing the Preliminary notification the notification copies were served to respective Tahasildar, Village Account, and Sub Registrar in the said notification Government will give clearly “Direction to concerned sub-registrar don’t create any encumbrance on this land because this land is acquired for the purpose “

Therefore the acquired land can’t registered  if all notification were canceled then you can go for registration.
