Protection of grade pay

Hi !

I am working as an Assistant Professor (selected through open advertisement & proper selection panel) in a reputed Centeral University since May 2010. I had been given the AGP 8000 on joining but later on the basis of some UGC letter, the University downgraded me to AGP 6000.

Before joining this University, I was working in BITS Piliani, a Deemed University under Section-3 of the UGC Act 1955 ( I was selected through open advertisement and proper selection pannel), as Assistant Professor in PB-III + AGP 8000. (fixed by their pay review Committee in view of 6th Pay Commission).

After my downgrade to AGP 6000, I requested the University to protect my Basic pay as well as the AGP I was drawing at the BITS Pilani. The University protected by basic pay but refused to protect my Grad pay AGP8000 and decided to continue me on AGP 6000.

So as you people are experts in service matter. Please tell me if my Grade Pay can be protected ?

If yes, then under what law ?
