Property papers for Jamanat

Hello Lawyers I want to ask that after submitting xerox of property papers ( house ) for bail of a person , if that person run away or do something illegal than what action govt. will take on that property ? will govt. seal that property?. Owner of that property can sell it? Thanks in advance.
