Here 'Rule' means the rules of the high court in order to regulate it's function. The power of the court to make such rules is dervied by section 122 and section 125 of the Civil Procedure Code 1908 .

The hight court where your writ-petition is submitted and accepted, that court has it's own rules for proceeding with such Writ-petition.
