power of sub registrar

Does sub registrar have power to dissolve the marriage solomnized under special marriage act 1954 in gujrat ahmedabad on 100/- stamp paper and registered at registrar office??

Sir collusion??? Didn't get you please make it more simple I hope in my view marriage officer and registrar are same post so is it possible ??
