Pagdi system rental issue

Hi,

I'm staying in a building in Mumbai which is rented on pagdi system by us for more than 40 years now (also paying the rent regularly). The owner of the building has passed away leaving the property to 4 legal heirs (3 daughters and 1 son). The building is not in a good state as of now, but recently we did repairs to pass the monsoon season of 2014. All the tenants in the building and the 3 legal heirs (2 daughters and 1 son) agree to under go redevelopment of the building but the eldest daughter (rent is paid to this lady) of the owner is not ready to redevelop the building. Is it possible to legally force her to agree for redevelopment of the property?

Second part to the above story, the building has common wall which is shared between our building and the next one. The condition of the next building is worst than ours but in their case all the tenants and owner of the building agree to undergo redevelopment but due to the wall which is common and shared between the two building even they are not able to redevelop the building.

Is there any way we can resolve this dispute and make the owner agree to undergo redevelopment?

We have done the structural audit of the building and the report is not so positive it has to be supported using props. This is a risk for many lives (around 15-20 families) staying in both the building.
