Legal heirship

hello!

my friend got 2 acres from her husband through settlement deed in 2010.this is her second marriage conducted in 2008. husband's mother died in 2005 without executing a will and father 5 yrs back. this property was under his custody till 2010 without any objection.In 2012 they divorced.Now she wants to sell the property. She needs a heirship certificate as it is rumoured that her husband has 2 sisters who migrated to US long back.She or anybody else has no information as to their details.they are doctors who were married  while the father wored in another state,before this property was bought by the parents.the death certificate or ration card do not show their names.now how to obtain a heirship certificate?will a buyer get a loan fro the bank if he buys this property without a heirship certificate issued by the tahasildar.No body has made any claim to the property  as yet.waiting for your valuable advice
