termination can only take place after effective domestic enquiry against that employee.

You should have property laid down Industrial stnding orders act wherein the terms and conditions and the misconducts are spelt and then domestic inquiry be conducted as advised above.
Inf;luence opf alchohal and damaged caused can be two seperate misconduts.
