This is creating nuisance and wrongful restrain according to Indian Penal Code. Call the polcie next time he do so, At once polcie will prohibit him and again he will park, will seize his car.
The house owner can complain against the vehicle owner or driver under IPC Section 339.
It is illegal to park your vehicle in front of someone else's house.
