Knowledge about my building management

I reside in Versova, Andheri. The building in which i own a house is owned by the mosque and is managed by this group of people the so-called trustees .
 
 
Since, they build a new floor on the terrace of the building the water supply of my house is diverted there. Also it is unknown whether the new flats are build with permission from BMC.
Despite complaining(verbally) them several times over a period of 6 months approximately they are not taking any permanent action. They would just come in the building make some promises, which effectively gave us water for some days and the same no water thing continued.
 
What i need to know is
1) What do we call such type of housing ?
2) Which Act is applicable to the this housing type ?
3) How do i know that the newly built flats are legal ?
4) What and how am i suppose to take any legal action regarding the issue?
5) can i file a RTI with BMC for all information of my building ?
